Today, only a completely indifferent person does not discuss the likelihood of increasing the income of public sector employees, because this aspect of the life of Russians in the light of recent economic events is constantly changing. And especially important is the question of what will be the salary increase for municipal employees in 2018, because they also belong to the category of public sector employees and their income directly depends on subsidies from the state treasury.

Municipal employees are usually called those people who are involved in solving all sorts of government issues of the population on the ground (which means in the City Dumas of cities and regional centers). In fact, they are branches of the State Duma and convey directly to Russians all the bills that are adopted by representatives of government authorities. In addition, their responsibilities include considering and receiving complaints from the population, as well as monitoring the functioning of the entire apparatus of municipal government.

Question regarding what what will happen to the salaries of municipal employees, It’s not in vain that it rises, because today their income is related to the size of the salary established by the state at the legislative level (like all state employees), and, unfortunately, no one can call it big. There are additional payments, bonuses and increasing coefficients, but they are also insignificant, especially considering that representatives of the local municipality are officials, but they only belong to the lowest level of management.

Contrary to the popular belief of most Russians, they earn very little - about 15,000 rubles, which is only slightly above the subsistence level. Consequently, this category of officials cannot be called powerfully rich, however, representatives of the highest echelons of the municipality earn more, but there are very few of them. The responsibilities of this category are quite extensive, but their work is paid unfairly; it is not surprising that many today prefer to ask the question whether it is expected salary growth for municipal employees in 2018 in Russia, and latest news on this issue are quite disappointing.

Can you expect income growth?

You can count on an increase in the incomes of public sector employees, because 2018 is the last of the six years allocated by presidential decrees back in 2012 for increasing wages. According to the decrees, the salaries of municipal employees were supposed to double compared to the level of 2012 (then they earned about 10 thousand rubles on average). However, this did not happen, because a crisis began in the country, which caused the development of a serious budget deficit.

In fact, even today there are no funds in the treasury for increase in the salary of a municipal employee in Russia, but on the eve of the next presidential election, they are unlikely to be able to give up their promises, so you can still count on growth, albeit insignificant. What will it be like? Time will best answer this question, but with almost one hundred percent probability we can expect that growth will be due to annual indexation.

What else is worth knowing?

The question is how significant will be salary increase for municipal employees in Russia in the coming year, it has become more or less clear, but these are not all the innovations that are worth paying attention to. Recently, members of the government passed a bill that encourages Russians to achieve heights in their chosen professions. The law contains information that allows all specialists, even without higher education, to confirm their professional suitability by passing an appropriate exam and count on career growth.

In modern Russia today there are quite a lot of “self-taught” people who have mastered the basics of the profession on their own, but for some reason have not received a higher education diploma. Now they can receive a certificate that can be presented to the employer to officially confirm their qualifications and employment. The certification procedure will be completely voluntary, but you will have to pay for it, although even in this case there is room for maneuver - both the person being certified and the employer who wants a really good specialist to work for him can pay. The exam will confirm this, because you can pass it only if you have a certain level of knowledge.

Rumors about unprecedented salaries of officials excite the minds of ordinary citizens. Many will be shocked by the news that from January 2019, wages will be indexed by 38% for civil servants. Rosstat indicates the average salary of officials at 99,900 rubles. If we add such a large percentage to this amount, then each civil servant will receive about 140 thousand. The size of the “addition” will exceed the entire salary of a teacher of the highest category or a physician with little experience. From the outside it may seem that this is an astronomical percentage increase in payments for officials, but there are quite objective reasons for this, and the calculation will take place somewhat differently.

Reasons for the sharp jump in officials' salaries

Starting in 2014, by decree of V.V. Putin, all civil servants were denied indexation of wages to the level of inflation. Previously issued orders obliged this indexation to be carried out, but there were no funds for it. Initially, the cancellation of salary increases for government employees was planned only for 2014-2015. Later, it was decided to extend the abolition of indexation for officials.

According to Rosstat, since 2014, the inflation rate has been observed from 5.68% to 15.58% for 12 months. The totality of these percentages over several years is the indexation value. An outrageously large 38% doesn't look too convincing when divided by the number of years without a raise. It is also worth noting that this indexation will not be a significant addition to wages for all officials.

Difference in income between employees of municipal and central authorities

This is not the first time that statisticians have drawn attention to the difference in salaries among different government employees. The media likes to discuss the income levels of ministers and the presidential administration. This category of officials is the most highly paid - their income can be several times higher than the salaries of employees of remote regional municipalities or young employees.

For example, you can compare the incomes of different categories of officials:

  • 208 thousand rubles - presidential administration;
  • 100-120 thousand rubles - regional authorities;
  • 26-40 thousand rubles - employees of the 1st category.

The list clearly shows a 5-fold difference in wages between the presidential staff and an ordinary civil servant. Indexation is aimed specifically at the ordinary category of employees, but all officials will receive it. This does not mean that everyone’s salary will increase by 38% - accruals will be made to partial income.

How much will civil servants' salaries increase?

Despite the same percentage of indexation, the level of salaries will increase unevenly. This is due to the fact that it is planned to increase only the salary part of income, without affecting other payments. For people who do not have much experience and the highest category, this approach is beneficial - the salary amount in their wages makes up the main part.

Using this approach, the government is trying to at least partially smooth out the large differences between civil servants of different departments. Even in Moscow, a novice official of the 1st category receives no more than 40 thousand rubles; in the regions, the salary is even more modest. An increase exclusively in the salary portion will allow ordinary officials to receive a higher percentage increase than employees of regional authorities, employees of the presidential apparatus and ministers.

Such a measure will contribute not only to a slight reduction in the difference between wages. At the same time, a more significant increase in income for municipal employees will reduce the level of local corruption. This is especially true for small towns and rural settlements remote from the central part of Russia. The principle is simple - for such employees, their salary consists almost entirely of salary, which means its growth will be almost the same 38% indexation. The total income of senior officials will increase by a much more modest amount - the salary in their wages takes up a small part, respectively, in percentage terms the increase will be quite small.

Public sector workers make up a significant part of all working people in Russia, and their wages depend on the state and today leave much to be desired. Based on this, even a small increase in salary for such people will be very important and significant. Therefore, news about salary increases for municipal employees is always of particular interest to the public.

Salaries of municipal employees in 2018 - latest news

Due to the difficult economic situation in the country, a significant part of the planned wage indexations for 2018 was frozen. According to the budget estimate and regulations for 2018, the following can count on an increase in the rate:

  • auditors;
  • deputies from regions;
  • prosecutors;
  • employees of judicial authorities;
  • ministry employees.

In order for the listed citizens to receive an increased salary, more than 47.5 billion rubles were allocated from the state budget. However, the news regarding the increase in salaries for municipal employees is not the most encouraging, since the allocated funds are not enough for all categories of workers. Therefore, the increase may be postponed until 2018. After all, it is by this period that the growth of economic indicators in the Russian Federation is planned.

General principles of remuneration for municipal employees

The wage regulations in force throughout the state, laws and regulations strictly regulate the amount of wages of employees. The formation of the wage fund for civil Russian employees, according to the salary regulations, is carried out:

  • from salaries for rank;
  • from official salaries;
  • from payment for many years of work;
  • from allowances for special conditions;
  • from prizes for certain merits;
  • from additional incentives for work with classified information;
  • from regular monthly incentives.

Workers performing their duties in rural settlements are paid in accordance with local regulations approved by city and district administrations.

What are the dynamics of remuneration for state and municipal employees?

There are a large number of problems in the area of expenses for paying salaries to Russian public services. The measures provided for by the decisions, regulations and decrees of the President in 2012 and 2013 made it possible to significantly increase the income of government entities. But in 2015, the situation changed; for a number of officials, the indexation of salary was stopped and it was reduced by 10%. At the same time, in 2017 the situation remained virtually unchanged and municipal workers’ salaries were not increased.

Despite the government's promises to carry out indexation in 2018, there is no hope for a significant improvement in employee pay. This situation is due to the instability of the country’s economic system and the open question of possible job cuts. Since salary laws and regulations have mandated salary increases by 2018, public sector professionals can expect to see the promised changes implemented throughout the year.

Who determines the size and conditions of remuneration for municipal employees?

The level of wages, as well as the conditions and procedure for their calculation are regulated by local governments. At the same time, the amount of official salary, additional, monthly payments is established by municipal federal entities. In addition to determining the size and conditions for calculating wages, the Government faces the following tasks:

  • improving the conditions in which municipal and state specialists work;
  • updating of technical support;
  • introduction of new technologies;
  • increasing the efficiency of employees;
  • increasing the attractiveness of the profession for young professionals.

The government does not abandon the necessary reforms in the civil service and changes in salary regulations, but regularly postpones planned activities.

Regulations on remuneration of municipal employees for 2018

The situation in accordance with which salaries are approved and calculated for public sector employees in 2018, compared to previous periods, will not change significantly. Employees can still count on the basic and additional part of the salary, as well as due bonuses and allowances. The salary level of many government workers in all regions of the country is significantly below average and it is very difficult to live on the amount paid.

Salaries of civil servants, which are paid entirely from the state budget, have not increased since 2014. In 2016, it was announced that after the end of the moratorium on salary increases, an ordinary employee would receive a 38% increase. However, the application was soon withdrawn and the resolution of the issue was postponed until better times. Judging by the latest news, the salary increase in 2019 will still take place, which has already been officially announced with specific figures.

It should be noted that the principle of calculating salaries for civil servants consists of many components, so it is not so easy to figure out how the announced growth will affect real incomes.

It should be said that not all employees of organizations or institutions owned by the state are classified by Russian regulatory documents as civil servants. This list includes only those who carry out professional activities in the sectors of the legislative sphere, executive and judicial proceedings.

As a result, civil servants include those who are employed in the presidential apparatus, work in the divisions of the prosecutor's office and the tax inspectorate, hold positions in the departments of migration, border and customs services, represent Rospotrebnadzor and Rosreestr, belong to employees of mayor's offices and ministries, and are senators or deputy. It is worth noting that, despite information about a reduction in the number of civil servants (according to official statistics, there were 10% fewer of them in 2016), many experts believe that Russia is a country with an overloaded administrative apparatus.

As mentioned above, there is one official for every 90 Russians in the country. It is interesting that even during the times of the USSR, which was not without reason called a bureaucratic state, there was one civil servant for every 140 people. Officially, the country funds jobs for 1.107 million government officials, but unofficial experts say there are actually more than 6 million. You can calculate:

  • approximately 15 thousand people hold positions in the legislative branch at the federal level;
  • about 35 thousand Russians are deputies of parliaments at the levels of republics, territories and regions. These include parliamentary assistants and parliamentary staff;
  • approximately 700 thousand people's representatives represent legislative assemblies in 24 thousand Russian municipalities;
  • another 700 thousand people are those who work in various positions in ministries, federal agencies and branches of these departments opened in the regions;
  • it is also necessary to take into account 600 thousand people, speaking about regional administrations, as well as ministries and departments of territorial subjects of the Russian Federation;
  • about a million people are municipal officials;
  • another 1.5 million employees are employed in licensing, control and registration authorities, that is, in all kinds of funds such as pensions or insurance.

What will the salaries of civil servants be in 2019?

The latest proposal of the Ministry of Labor regarding the indexation of wages of civil servants, which was planned for 2018, was to increase salaries by 4%. The initiative was approved as being in line with economic realities and came into force on January 1, 2018. This will affect all employees employed in government organizations, including employees of support services that maintain the premises and equipment of government agencies.

Salaries will be increased not only for officials, but also for programmers, technicians, electricians, mechanics, cleaners and plumbers. The minimum salary from January 1, 2018 for civil servants will be 9,489 rubles for those employed under a contract for 40 working hours per week. As for the prospects and forecasts for 2019, it was said that the increase in salaries will bring them closer to the living wage established in the country. During this period, the minimum indicator will be increased to 100% of the subsistence minimum wage.

The authorities said that the financial resources to implement such an increase have already been included in the adjusted state budget. As for the indexation itself, according to the latest government plans, it will be carried out not in January, but in October 2019 and 2020. So far they are talking about the prospects of a 4% increase, but planned inflation may differ radically from the figure recorded by the country’s economic departments.

Thus, the Ministry of Economic Development says that salary growth will slow down further and will amount to 1.3% and 1.5% in 2019 and 2020, respectively. The budget indicates 450 billion rubles, which will be used to increase salaries for civil servants. Of this amount, about 380 billion in national currency will be allocated for stimulus payments. Some government analysts have already announced a forecast according to which in 2019 the average monthly salary of officials (including incentive payments) will reach 137.8 thousand rubles.

When to expect indexing

One part of the expected increase represents indexation. It is worth noting that in this case we are not talking about a real increase in income. The goals pursued by indexing are to catch up with the level of annual inflation and “pull up” salaries in accordance with its pace.

Judging by the latest news, the first stage of increase is planned for the first or second quarter of 2019. The size will be 4%. The second stage is expected in the last quarter, presumably in October. The amount will be the same 4%, but taking into account the previous increase.

Incentive payments

But the main changes will affect incentive payments. At the moment, monthly payments to officials consist of the following components:

  • salary for a specific position;
  • salary in accordance with rank;
  • length of service (for employees with up to 5 years of experience - 15%, 5 - 10 years - 20%, 10 - 20 years - 30%);
  • additional payments for civil servants if they work in secret units or in particularly difficult conditions (the amount of additional payments varies from 60% of the salary for lower ranks to 200% for management).

Many analysts and economists make predictions that in 2019 there will be an increase in the first two components, while the rest will not remain at the same levels. Now they will not be universal, but will apply only to those who actually fulfill all job standards prescribed in the employment contract, or exceed them, which will need to be proven on an individual basis. It is planned to allocate an amount of 380 billion rubles for incentive payments from the federal budget in 2019.

The responsible bodies involved in the development of the criteria-based approach state that the emphasis will be on the salaries of young specialists, because there is a need to attract competent young personnel to the ranks of civil servants. Another goal of the reform is to make the civil service attractive to Russians, which will cause healthy competition and stimulate the acquisition of additional higher education and the general growth of the competence of personnel. One of the mechanisms that can be used for this is to increase salaries along with a reduction in the total number of civil servants.

At the moment, the criterion principle is only being developed by the relevant authorities, and it is likely that it will come into effect from the beginning of 2019. In any case, according to the plan, it should be approved and put into operation during 2019.

New procedure for providing benefits

Finally, let us announce some small innovations regarding benefits for civil servants. The changes affected annual vacations, which for this category of Russians are two days more than ordinary citizens (30 days). The new procedure for granting vacations, which will continue to apply in 2019, states that vacation will now increase according to the official’s length of service:

  • for 1 day – with experience from 1 to 5 years;
  • for 5 days - with a length of service of 5-10 years;
  • for 7 days – with 10-15 years of experience;
  • for 10 days - if you have served for more than 15 years.

Should you worry about layoffs?

Considering the topic described above, it is impossible not to separately discuss the question of whether there will be a reduction in municipal employees in 2019, because not so long ago there was the introduction of fairly uncompromising measures in relation to government agencies. Due to past reorganizations of various areas of the state, the number of unemployed government employees was in the thousands.

However, 2019, apparently, will no longer bring mass layoffs of workers. After all, an already large number of civil servants lost their jobs, because a huge number of positions were simply removed, and previously exercised powers were distributed among the remaining specialists. Today it’s almost impossible to fire someone, so there’s no need to worry about it.

When discussing the question of what will happen to the salaries of municipal employees, it must be said that the following changes are also planned for civil servants:

  • adjustment of labor legislation, entailing a reduction in the gap between the profits of representatives of different levels in the hierarchy of government structures (from now on, management will not be able to be content with excessive comfort, while working-level employees will literally live from paycheck to paycheck);
  • increasing the frequency of payments of earned wages up to 2 times per month (now employers are subject to penalties for failure to timely accrue cash benefits, so it must be separately said that an increase in the salary of municipal employees in Russia can also be accrued through compensation in case of delays in providing them wages).

In conclusion, we can say that Russian citizens do not have to get used to adapting to the changing features of the current economy. And preserving personal savings, as well as optimizing their use, is a top priority today. However, Russians simply cannot survive indefinitely, and not live, because in the 90s a similar situation was already observed in the Russian Federation, but then the population, although they had small salaries, had various part-time jobs. Today it will no longer be possible to live like that , since the top brass control the domestic labor market, and this must be tolerated.

The main document regulating the work of municipal employees is 25-FZ. Article 22 contains all the necessary requirements.

In addition, according to Article 3 of this Federal Law, wages are regulated by:

  • the Constitution;
  • Laws of the Russian Federation;
  • regulatory documents of a specific region;
  • Charters of municipalities;
  • Labor Code of the Russian Federation.

General principles:

  • Clause 1 of Article 22 of Federal Law No. 25 describes the salary structure of municipal employees.
  • Paragraph 2 of Article 22 of Federal Law No. 25 establishes the amount and conditions of cash payments to municipal employees.

Is it necessary to include it in the Remuneration Regulations?

According to paragraph 2 of Article 22 of Federal Law No. 25, municipalities independently establish the amount of wages and working conditions in municipal acts.

The regulation on remuneration is a local act operating within one structure.

Thus, the consolidation of the basic principles and nuances specifically in the Regulations on the remuneration of municipal employees is not excluded.

An example of such a document:

Procedure for accrual and payment

Remuneration for labor in rural settlements is made in accordance with the requirements established in local acts of the municipality.

If a municipal employee:

  • undergoes professional retraining or requalification;
  • is on a business trip;
  • suspended from office for the period of conflict of interest;
  • works during the period of an internal inspection;

then he receives wages as for the time actually worked (i.e., according to the time-based wage system).

The following payments are retained:

  • salary according to position;
  • salary for rank;
  • additional payments for length of service, special conditions, for working with data containing state secrets;
  • financial incentive paid every month.

If an employee is on paid leave, he is retained in addition to the list above:

In all other cases, financial assistance is not retained.

Bonuses are awarded to municipal employees:

  • while on vacation (for the time actually worked previously);
  • upon dismissal due to reorganization or liquidation;
  • upon termination of a service contract due to violations of the rules for drawing up a service contract.

Calculation method

Let's look at how the salaries of municipal employees are calculated.

Calculation examples

Example #1:

Savelyev M.G. fills the position of a municipal employee and receives:

  • official salary – 4352 rubles;
  • salary for class rank - 1143 rubles.

Solution:

The monthly salary will be equal to: 4352 + 1143 = 5495 rubles.

Example #2:

Mukhin E.N. was sent on a business trip from June 6 to June 8, 2017 at the initiative of the employer’s representative.

  • salary – 5643 rubles;
  • for class rank - 1359 rubles;
  • for length of service - 10% (564.3 rubles);
  • for special conditions – 5643 rubles.

Solution:

5643 + 1359 + 564.3 + 5643 = 13209.3 rubles – total cash allowance.

According to the production calendar in June 2017:

  • 21 workers;
  • 9 days off.

Let's make the calculation: 13209.3 / 21 * 3 = 1887 rubles.

Salary indexation

Indexation of the wages of a municipal employee is carried out annually taking into account the level of inflation in accordance with the laws established in the relevant constituent entity of the Russian Federation.

In recent years, the indexation of salaries for municipal employees has not been very significant. Will there be an increase in 2019?

In 2019, it is planned to index the salaries of municipal employees according to the level of projected inflation, but the procedure has not yet been implemented. The projected level of price increase is expected to be 5.5%.

Employees of municipal authorities receive not only a salary for their position, but also various allowances, additional payments and bonuses. Remuneration for municipal employees is regulated by Federal and local legislation.
