General provisions

1.1 This Regulation has been developed in accordance with Clause 3 of Part 2 of Article 29 of the Federal Law of December 29, 2012 “On Education in the Russian Federation” (Sobraniye Zakonodatelstva Rossiyskoy Federatsii, 2012, No. 53, Art. 7598; 2013, No. 19, Art. 2326); The procedure for conducting self-examination by an educational organization (approved by Order of the Ministry of Education and Science of the Russian Federation dated 01.01.01 No. 000).

1.2 This Regulation defines the basic norms and principles for conducting self-examination in the MAOU "Secondary School No. 10" in the city of Chaikovsky, Perm Territory "(hereinafter referred to as the School).

1.3 Self-examination - assessment procedure (self-assessment). The process of self-examination is the cognitive activity of teachers, students and leaders of the School, which is systemic in nature and aimed at developing the educational environment and the pedagogical process and correcting the activities of the school team and its leaders.

Purpose of self-examination:

The purpose of the self-examination of an educational organization is to ensure the availability and openness of information about the activities of the organization, the preparation of a report on the results of the self-examination; conducting an internal examination for the purpose of a comprehensive analysis of the activities of the MAOU "Secondary School No. 10" for the three years preceding state accreditation;

The self-examination procedure contributes to:

1. Determination of compliance with the criteria for indicators of state accreditation, educational goals and social guarantees.

2. Reflective assessment of the results of the activities of the teaching staff, awareness of their goals and objectives and the degree of their achievement.

3. Opportunities to declare their achievements, distinctive indicators.

4. Mark existing problem areas.

5. Set a vector for the further development of the school.

The self-examination procedure includes the following steps:

1. Planning and preparation of work on self-examination of the organization.

2. Organization and conduct of self-examination in the organization.

3. Generalization of the obtained results and on their basis the formation of a report.

4. The timing, form of self-examination, the composition of the persons involved in its conduct, is determined by the organization independently.

Information sources:

1. Regulatory documents, working documents regulating the activities of the public association (analytical materials, plans and analyzes of work, programs, lesson schedules, additional education, statistical data).

2. Analysis and results of administrative tests in the final (4, 9) classes, which determine the quality of graduates' training (carried out during the self-examination period).

3. The results of the survey of participants in the educational process (determining the degree of satisfaction with the educational process).

Information submission form:

Self-examination report approved by the pedagogical council on paper and electronic media.

The director of the educational organization issues an order on the procedure, timing of self-examination and the composition of the commission.

The chairman of the commission is the director.

The self-examination commission considers the analytical materials of the commission members in the areas of activity of the educational organization and submits them for discussion by the pedagogical council.

Based on the results of the self-examination, a report is drawn up, which summarizes the results and contains specific conclusions.

The self-examination report must meet the following requirements: conciseness of presentation, clarity (tables, charts, diagrams reflecting the dynamics of the development of the OO, etc.), reliability and validity of the characteristics.

The report is submitted to the Ministry of Education and Science of the Perm Territory no later than two months before the deadlines for the accreditation examination on paper and electronic media, posted on the official website of the educational institution on the Internet.

Self-examination as a competence of an educational organization

The competence of self-examination is approved within the framework of the internal system for assessing the quality of education (VSOKO). gives the following formulation of this competence: "conducting self-examination, ensuring the functioning of the internal system for assessing the quality of education."

We can say that a self-examination report is a document through which an educational organization demonstrates that it has created and operates an internal system for assessing the quality of education. A set of WSEKO procedures in terms of the content, conditions and results of the implementation of basic educational programs (BEP) is a condition and a necessary tool for self-examination. The current assessment procedures provide the final indicators that are recorded in the self-examination report.

The regulation of the self-examination procedure at the federal level and the requirements for the content of the self-examination report mean that the WSOKO procedures and the criteria and indicators used in it should be oriented towards an external assessment of the quality of education.

An internal evaluation is needed, first of all, in order to "prepare" for an external evaluation, to detect problems in the quality of the educational services provided in time, to establish the causes of these problems and take the necessary measures to eliminate them.

Since the quality of education is assessed, which is defined by law as compliance with federal standards and consumer demands, self-examination covers all three main characteristics of educational activity: conditions, content, results.

Self-examination is carried out by the organization annually ().

The self-examination procedure includes the following steps:

  • planning and preparation of work on self-examination of an educational organization;
  • organization and conduct of self-examination in an educational organization;
  • summarizing the results obtained and, on their basis, generating a report;
  • consideration of the report by the governing body of the educational organization, whose competence includes the solution of this issue.

The terms, the form of self-examination, the composition of the persons involved in its conduct are determined by the organization independently and are fixed by a local act - the Regulations on the procedure for conducting self-examination.

Self-examination is designed to establish the level of compliance of the educational activities of an educational organization with the requirements of the current federal state educational standards (FSES) of general education.

According to the results of self-examination:

  • identify positive and (or) negative trends in the objects of assessment (self-assessment), in the educational system of the educational organization as a whole, the reserves of its development;
  • determine the reasons for the occurrence of deviations in the state of the object of study and assessment from the parameters of the VSOKO, formed taking into account the requirements of the current legislation of the Russian Federation in the field of education;
  • determine measures to correct the identified negative trends in the educational activities of an educational organization;
  • make adjustments to the VSOKO.

Self-examination of educational organizations

As for other educational organizations, you should be guided by the following. In accordance with paragraph 6 of the Procedure for conducting self-examination by an educational organization, approved by order of the Ministry of Education and Science of Russia dated June 14, 2013 No. 462, the subject of self-examination is:

educational activities,

Control system,

Organization of the educational process,

The quality of personnel, educational, methodological, library and information support, material and technical base, the functioning of the internal system for assessing the quality of education,

Analysis of performance indicators of an educational organization.

Thus, it is advisable to include in the analytical part of the report information about the structure of management of the activities of the educational organization, the contingent of students, ongoing educational programs, learning outcomes for the academic year, the results of the state final certification, comparison of these results with comparable indicators, information about the participation of the educational organization in professionally oriented seminars, exhibitions, the coverage of students with additional education and the participation of students in creative competitions, sports events, the demand for graduates, the organization of career guidance in an educational organization, etc.

The second part of the report should contain an analysis of the normatively established indicators. The performance indicators of an educational organization that are subject to analysis and must be presented in the report are contained in the order of the Ministry of Education and Science of Russia dated December 10, 2013 No. 1324 (as amended on February 15, 2017) "On approval of the performance indicators of an educational organization subject to self-examination" .

It should be noted that the final goal of compiling a self-examination report is not the report itself, but a competent and reasonable assessment of the advantages and disadvantages of the management system and organization of the activities of an educational organization for the subsequent development of solutions for identified shortcomings.

The self-examination report cannot be replaced by a public report. Unlike a public report, a self-examination report is a mandatory document for preparation and posting on the official website. This obligation is established by regulatory legal acts:

Order of the Ministry of Education and Science of Russia dated December 10, 2013 No. 1324 (as amended on February 15, 2017) "On approval of the performance indicators of an educational organization subject to self-examination".

In turn, the preparation of a public report is not strictly regulated. There are recommendations for this activity sent by the letter of the Ministry of Education and Science of the Russian Federation of October 28, 2010 No. 13-312 “On the preparation of public reports” (together with the General recommendations for the preparation of public reports of regional (municipal) education authorities and educational institutions) and the letter of the Ministry of Education and Science of Russia dated 03.04 .2015 No. AP-512/02 "On the submission of methodological recommendations on NKO" (together with the Methodological recommendations for an independent assessment of the quality of educational activities of organizations engaged in educational activities, approved by the Ministry of Education and Science of Russia on 04/01/2015).

In accordance with these recommendations, a public report is an analytical public document in the form of a periodic report of the education authority or educational institution to the public, providing regular (annual) informing all stakeholders about the state and prospects for the development of the education system or educational institution.

The requirements for the quality of information included in a public report are relevance, reliability, necessity and sufficiency.

The public report should be drawn up in such a way as to be understandable to a wide range of readers: representatives of the legislative and executive authorities, students and/or their parents, educators, representatives of the media, public organizations and other interested parties. In other words, the report can serve as a visiting card of an educational institution, promote the establishment of a dialogue with consumers of educational services in a competitive environment. The public report demonstrates the achievements of the organization during the reporting period and may be based on information obtained during the self-examination.

Thus, the focus, style of presentation and construction of the material of a public report and a self-examination report will differ. The report should give a complete analysis of the activities of the organization and is intended primarily for professionals in the field of education, a public report - to reveal the central topics and be aimed at a wide range of readers.

7. The results of the self-examination of the organization are drawn up in the form of a report that includes the analytical part and the results of the analysis of the performance indicators of the organization subject to self-examination.

The reporting period is the calendar year preceding the self-examination.

The report is signed by the head of the organization and certified by its seal.

8. Placement of reports of organizations in information and telecommunication networks, including on the official website of the organization on the Internet, and sending it to the founder are carried out no later than April 20 of the current year.

The procedure for conducting self-examination by an educational organization, which was approved by order of the Ministry of Education and Science of Russia dated June 14, 2013 No. 462 (hereinafter referred to as the Procedure), sets itself a wider range of tasks. It entered into force on September 1, 2013 (together with the Federal Law of December 29, 2012 No. 273? FZ “On Education in the Russian Federation”).

Law No. 273-FZ establishes the principle of openness of the education system, which is implemented, in particular, by communicating information about the activities of an educational organization through open sources, including the Internet.

Information about the activities of an educational organization, in particular, is communicated by publishing (sending) a report on the results of self-examination. Thus, the main purpose of the new Order is to ensure the availability and openness of information about the activities of an educational organization.

It should be noted that the provision of a report on the results of self-examination to the founder and the public is within the competence of the educational organization along with the submission of an annual report on the receipt and expenditure of financial and material resources (clause 3, part 3, article 28 of Law No. 273? FZ).

Accreditation. State accreditation is preceded by a self-examination by an educational institution or scientific organization (clause 7, article 33.2 of Law No. 3266-1). Self-examination materials are considered during the accreditation examination.

The procedure for conducting self-examination, as well as the performance indicators of an educational organization subject to self-examination, are established by the Ministry of Education and Science of Russia. It contains performance indicators for those subject to self-examination:

– educational organization of higher education;

– professional educational organization;

– organization of additional professional education;

- educational organization;

– organization of additional education for children;

- preschool educational organization.

Thus, preschool educational organizations not subject to state accreditation, however, must also engage in self-examination and draw up a report on its results.

Frequency of self-examination of an educational institution

This procedure is carried out annually. Thus, regular self-examination has little to do with the timing of updating the accreditation of an educational organization.

According to the Procedure, the terms, the form of self-examination, the composition of the persons involved in its conduct are determined by the organization independently. Obviously, all these data should be reflected in the Regulations of the educational organization on self-examination.

Stages of self-examination of an educational institution

Self-examination of an educational institution includes the following steps:

- planning and preparation of work on self-examination of the organization;

- organization and conduct of self-examination in the organization (including its separate structural divisions);

– generalization of the results obtained and, on their basis, the formation of a report on the self-examination of the organization.

Consideration and approval of the self-examination report is carried out by the management body of the organization, whose competence includes the solution of this issue.

During self-examination, an annual assessment is made of educational activities, the management system of the organization, the content and quality of training of students, the organization of the educational process, the demand for graduates, the quality of personnel, educational, methodological, library and information support, the material and technical base, the functioning of the internal system for assessing the quality of education, and also an analysis of the performance indicators of the organization, established by the Ministry of Education and Science of Russia.

Self-Examination Report Form

The report for educational organizations of higher education, professional educational organizations, organizations of additional professional education, organizations of additional education is compiled as of April 1 of the current year, and for general educational organizations and preschool educational organizations - as of August 1 of the current year.

An educational organization must post a report in information and telecommunication networks, including on its official website on the Internet, and send it to the founder no later than April 20 of the current year. This applies to professional educational organizations, organizations of higher education, additional professional education, additional education. And for general educational organizations and preschool educational organizations, this period is different - no later than September 1 of the current year.

Posting information on the Internet

An educational institution is obliged to post a report on the results of self-examination on its official website on the Internet. This is established by paragraph 5 of Article 32 of Law No. 3266-1. You need to update this information within 30 days from the date of making the relevant changes to them.

According to paragraph 3 of part 2, part 3 of article 29 of Law No. 273?FZ, the time for posting information about an educational organization, including a report on the results of self-examination, has been reduced to 10 working days from the date of their creation, receipt or introduction of appropriate changes to them.

It should be noted that the law on education does not contain any exceptions in relation to preschool educational organizations, the requirement to create an official website on the Internet and post information on it, including a report on the results of self-examination.
